Faced with a frightened, buzzing populace, Symington held a press conference at which he theatrically announced that the culprit had been found and had one of his aides paraded out in a full alien costume, a gag that got its laugh and did its job of puncturing the panic, signaling to the public that the whole thing was not to be taken too seriously. It was crisis management by comedy, a deliberate deflation of mass alarm.
There is a recognizable species of official behavior on display here, and it is neither simple lying nor simple honesty but something in between, a calculated management of public emotion. A leader confronted with a frightened crowd faces a genuine dilemma, because the literal truth, even when it is reassuring, may not calm people as effectively as a well-timed joke or a confident dismissal, and the temptation to prioritize the public mood over full candor is strong and not always cynical.
